Education is key to securing employment that pays a
living wage and opening the door to self-sufficiency. Adults
entering the workforce for the first time, or those reentering the
workforce after time off, need to acquire skills and knowledge that
will help set them on a career path. QCAP offers a variety of
workforce development activities that will help adults obtain the
education and skills they need to secure jobs that will enable them
to support their families and lead to long-term economic
self-sufficiency.

Learning Links is
QCAP's community technology access center offering low-income people

build essential technology skills so they may find good jobs, secure
needed resources, succeed in school, maximize their income, and
ultimately attain self-sufficiency. The center offers specialized
workshops, activities, and formal computer training to support
members' educational and career goals. In 2005, QCAP added free
income tax counseling and tax return assistance (including e-filing)
to help low and moderate income residents secure eligible tax
credits. Through a partnership with Project Bread, Learning Links
staff now assist people to complete an on-line application for food
stamps, and provide follow-up assistance through the application
process.
QCAP strives to make Learning Links a welcoming and supportive
environment for members. The program is distinguished from other
